Abstract:As technology evolves at a rapid pace, it is now more imperative than ever that human skills evolve as well. Advanced, intelligent systems are becoming commonplace in industry, academia, and government sectors, requiring personnel to skillfully work with, guide, and adapt these systems. However, identification of such skills and specific skill-based training has not kept pace with rapidly evolving technology. To meet this demand, the Technically Savvy Soldier (TSAVVY) Program was established to identify specific skills and characteristics that may predict successful human–AI working proficiency, develop testbeds for assessing the degree to which these skills map onto desired performance outcomes, and empirically validate a predictive model of technological fluency (TF). We conceptually define TF as an individual’s ability to effectively and creatively use technology, without formal training. The model aims to predict TF based on knowledge, skills, and behaviors (KSBs) and builds on early efforts to define TF and preliminary KSB predictors. Through literature reviews and subject matter expert interviews, researchers refined the model by encapsulating elements of technological proficiency—effectively using technology—and TF—the ability to creatively use, synthesize, or adapt emerging technology. Using cognitive science-based approaches and Future Operating Environment-oriented testbeds, we validated the model to identify KSBs that predict Soldier performance over time. Results indicate that KSBs that fall with the Information Management and Cognitive Ability competencies are critical facets of the TF model. Regarding teams, KSBs relating to interpersonal skills competency, including increased team trust and adaptive exchanges of leadership, are tied to greater performance in TF-related tasks. By gaining a better understanding of the factors contributing to an individual’s likelihood of becoming TF, we can better identify training opportunities and TF standards across different military occupations to ensure Soldiers are prepared to adapt and excel within complex environments that use evolving technology.
