Research Business Directorate Quick-Turn Assessment and Recommendations

Abstract:

The US Army Combat Capabilities Development Command (DEVCOM) Army Research Laboratory’s (ARL’s) Research Business Directorate (RBD) is tasked with creating and operating a business enterprise that enables ARL to achieve its mission of operationalizing science at the speed of relevance. Inherent in this is the need to balance the “tyranny of the urgent” with an expeditionary vision and culture that is both outward-looking and forward-leaning. This report highlights several challenges to this imperative, along with corresponding opportunities and recommendations to maximize RBD’s effectiveness in achieving its mission, while supporting ARL’s overarching mission.
